As a Purchasing and Contract Management Professional for Federal and County Governments, for large Government contractors, and for private sector businesses, managed multi-functional operations and      review staff. Supervised subordinate managers.  Established operating budgets and policies and         procedures. Exercised an unlimited Federal Contracting Officer warrant in the award and administration of contracts for equipment, supplies, and services (including engineering, design, construction, and maintenance/operation contracts).  Most procurement and contracting was in support of major Government facilities projects, including the Israeli Airbase Program, the Superconducting Super Collider Program, the Environmental Protection Agency’s Superfund Environmental Remediation Program, and others.
